Some people had it working on other games, just solved it in my personal dev game in editor, but can't do nothing with other person games.
Still trying to find how to solve that on HL. Since UE changed to 4 the Sky dynamic cycle start laging games when loading sky-night-weather, they are preset to consume too much RAM, used to think it was the Sky Clouds but the dynamic cycle is even heavier. After that hint my started working again, with no lag in fps and textures.when I started coding in Unreal I found a lot of bugs, like that ingame. The game worked fine with my Low end Gpu before patchwith textures on ultra. You that are with low fps, the game maybe is preseting all config to ultra high quality consumig RAM and not showing ingame the setting).
